1What is exactly the Certificate of Energy Efficiency energy certifi-cate (CEE)?
The Certificate of Energy Efficiency is a document authorised by Ministry of the Environment (Department of the Environment) and every public authority, which reflects the energy efficiency of the building compared to a standard reference building. With the Cer-tificate of Energy Efficiency, each building is classified in one of the nine energy categories (A + to H), while it also includes pro-posals for the improvement of its energy efficiency.
2In which cases it the Certificate of Energy Efficiency necessary?
The Certificate of Energy Efficiency is required for all buildings re-gardless of area and use, when the following cases occur: For Ex-isting buildings: For each sale-purchase of a single building and building section (eg apartment) for housing or for professional housing- For each new renovation of a single building and part of a building (eg apartment) for housing or for professional housing- For the inclusion of main residential buildings in the "Energy up-grade home facilities" program- For New and Radically Renovated Buildings: At the End of Construction.
3What types of buildings are excluded from the issuance of energy certificate?
The following categories of buildings are excluded from the obligation to have a Certificate of Energy Efficiency: • Buildings and monuments protected by law as part of a particular environment or due to their special architectural or historical value • Buildings used as places of worship or religious activities • Non-permanent buildings based on their design, in which their duration of use does not exceed two (2) years (eg industrial facilities, laboratories)
4For how many years is the Certificate of Energy Efficiency valid?
The Certificate of Energy Efficiency is valid for a maximum of ten (10) years. If the building is radically renovated or added to an area that affects its energy efficiency, the power of the Certificate of En-ergy Efficiency expires at the time of completion of the renovation or addition, even before the expiration of ten (10) years.
5What features of the property does the Certificate of Energy Effi-ciency record?
The characteristics of the building that are recorded in the inspec-tion are basically electromechanical and are compared to the standard characteristics of the reference building. For example, the heating installation, the hot water production system, the air condi-tioning installation and its degree of efficiency, the ventilation, the shading factors from adjacent obstacles, the passive solar systems, etc.
